"I was in Chad in March of this year three weeks after the rebel offensive. I spent six days there meeting different groups, and one of the things that came across to me was the need to bring representatives of the rebel groups to the table. I am just wondering if any progress has been made on that, either by the UN or by the European Union in the sense that, at the moment, I understand that there are between 7 000 to 10 000 people under 18 years of age carrying arms. If any progress is to be made, then the rebel groups have to be brought to the table by someone. I am just wondering whether any progress has been made on that."@en1
