I would like to point out that hunger has been a constant feature of European history, for example the famous potato famine in Ireland which led to the depopulation of the island; many other parts of Europe were also depopulated by famine, for example Ukraine. We are living in a time when we have been given a reminder of what can happen; we are discussing a community of 500 million people who for the most part consume foods from abroad. Does the Council not believe that the time has come to draft an overall policy for comprehensive food security and for that food security policy to be one of the general policies of the European Union so as to ensure that this type of mass famine does not recur in the future?"@en1
