"British Conservatives have always been and remain strong supporters of EU enlargement, as it provides a larger single market and a looser and more flexible Europe of nation states. However, this report includes elements we are unable to support. We do not believe in Europe as a ‘political integration project’. In addition, we disagree with the main aspects of Paragraph 19, which calls for ‘an area based on common policies’ in fields such as justice, security, migration and visa-free movement and education, which British Conservatives cannot support. Also, we are unhappy with Paragraph 6, which states: ‘developing an area of freedom, security and justice, of fully maintaining and building on its and of upholding fundamental rights and freedoms, as laid down in the Charter of Fundamental Rights of the European Union’. Our concerns about these and other parts of the report in no sense diminish our support for further enlargement of the EU, should applicant states meet the Copenhagen criteria. For the reasons set out above, we have decided to abstain on this report."@en1
