"Conservative MEPs have voted against both of Mr Corbett’s proposed amendments to raise the threshold for the establishment of political groups in the European Parliament. The balance between the efficient operation of the Parliament and the need to recognise the plurality of voices and opinions within the Parliament must be struck with care. This would be better achieved by retaining the thresholds for the constitution of a political group as they currently are. Although we recognise there is a fair case for increasing the number of Members required to form a group, any increase in the requirement of the number of Member States would unfairly and unnecessarily disadvantage smaller groups and delegations. Accordingly, after consideration of Mr Corbett’s report, the Constitutional Affairs Committee did not recommend any changes to the thresholds set out in Rule 29. Conservative MEPs did however vote in favour of the one amendment, originally tabled by Mr Kirkhope, that had been approved by the Constitutional Affairs Committee. This amendment provides for a more pragmatic and reasonable approach to the circumstances in which a political group may fall below the required thresholds."@en1
