"The Lambsdorff report and recommendation are of high political importance in as much as they promote a reinforcement of the European Union inside the United Nations. It may be useful to remember that though the Commission and the Member States provide more than 40% of the UN budget, the EU impact and influence in the United Nations is still much weaker than it should be. However, the text of the report contains a misleading part about the discussions which are currently taking place in New York on the reform of the Security Council. While confirming the long-term target of a permanent seat for the EU, the recommendation quotes among many others only one of the various proposals on the floor, the so-called ‘overarching process’. It is well known that this proposal has turned out to be highly divisive and has obtained the consensus of less than one third of the UN members, as noted by the President of the General Assembly. Therefore, while expressing a strong appreciation for the overall content and structure of this European Parliament recommendation, I consider it necessary to stress our explicit reservation and objection on the part mentioning the ‘overarching process’."@en1
