"Mr President, Mr Evans, the Council shares your concerns about the situation in Sri Lanka. Since the beginning of 2008 the European Union has actively stepped up its dialogue with the Sri Lankan Government. From 16 to 18 March a troika of senior officials visited Colombo, where it met four government ministers and other senior politicians. On 10 June a high-level delegation from the European Commission took part in the 17
meeting of the EU-Sri Lanka Joint Commission held in Colombo. Both visits provided an opportunity to discuss the European Union’s concerns regarding the current situation in Sri Lanka.
During the EU troika’s visit to Sri Lanka, the Union reiterated its commitment to its role as Co-Chair of the Tokyo Process and to its provision of humanitarian aid. The European Union is Sri Lanka’s largest donor of aid, as you know. It emphasised, however, the importance of establishing a more favourable climate to allow the NGOs, United Nations and International Committee of the Red Cross to work effectively.
Sri Lanka currently benefits from considerable advantages under the special incentive arrangement for sustainable development and good governance, which forms part of the European Union’s generalised system of preferences. The rules of this arrangement stipulate that all countries that wish to continue to benefit from GSP Plus will have to apply for it again by October 2008. The conditions for granting this arrangement are based on economic vulnerability criteria and on the ratification and implementation of 27 international conventions on human rights, labour rights, the environment and governance principles."@en1
