"Madam President, I was very much reassured by the debate and by what my colleagues have said in favour of rules, in favour of strong demands that may be made obligatory, in favour of a strong Agency. It is clear that gas is not a market in which there is free competition; 90% of contracts are long-term, so it is very important to have strong rules and not to solve the problems by a single unbundling model. That was said in this Chamber and I think this was a good message for the next stage of negotiations. What was very important was the support for my proposals on the 10-year plan, on the development of regional initiatives that will become the basis for a common market: we should not be ideological; as many of our colleagues have said, we should be pragmatic and develop a transparent market with a clear set of rules. What was said in the debate about the role of the different participants in the markets was also very important. It is true that ENTSOG, the new body, may develop a lot of technical codes, but it is also true that the Agency, based on the national regulators’ initiatives and on their experience, could develop very important principles for the development of these codes, and together with the Commission ensure that this market is regulated by rules that will be applied by all. I would not be very happy to over-develop the control mechanisms within the different companies, so I believe the compromise that has been developed in the Council would be a basis that could be applicable both to gas and electricity and could open the way to speedier resolution of the Third Energy Package, because it contains a lot of new improvements both for consumers and concerning transparency. It would be a pity to postpone, for purely ideological reasons, this package, which is very important and much needed for the development of our energy independence."@en1
