". − We voted against this report because its central objective is to weaken the democratic and pluralistic functioning of the European Parliament. Starting from a principle that is not even true – the existence of the Reform Treaty – a majority of this House actually want to reduce the rights of Members and prevent them from acting on their own initiative, increase the power of the President of the European Parliament and, as a result, reduce the pluralism of parliamentary debate. This desire to weaken democracy and Members’ capacity to act is also clear in the establishment of guidelines on the procedure for written questions put to the Council and the Commission. However, this decision is only one element in the more general anti-democratic line taken by a majority of this House, particularly among the larger political groups (PPE and PSE). Another fundamental element is the demand for new and more restrictive criteria on the formation of political groups which also merits our rejection and strong protest."@en1
