". − The proposal voted on by Parliament is already a compromise, albeit unsatisfactory, on the Commission’s original proposal and does not take account of the problems of countries in economic difficulty, particularly the outermost regions. We know that pollution must be reduced, but we must also take account of the difficulties faced by countries with more fragile economies. The compromise voted on today does not avoid all the negative consequences of this trading scheme, but it does minimise a number of them, by postponing the date of entry into force with regard to Parliament’s original proposal and by reducing the scope of auctioning and the pressure on weaker companies. The negotiation of an exemption for the outermost regions has become a very important issue in this House as the Commission’s original proposal did not provide for any exemption for these regions, as you well know. This meant that all flights originating from or destined for these regions would have been covered by the general scheme. In the text finally adopted, the possibility of an exemption has been maintained, but its scope is not as broad as it should have been. We therefore insist that not only flights between islands, but also flights between the islands and the continent should be excluded from this allowance trading scheme."@en1
