". It is well-known that Russia is an important strategic partner for the European Union, and our geography makes us dependent on each other. Diplomacy must therefore be used to find the best solutions for this unavoidable proximity. The need to cooperate, however, must not force us into a real or disguised blindness towards the serious problems Russia raises. Internally it cannot be ignored that Russia is not a full democracy and that the rule of law does not ensure effective respect for human rights. Externally it is impossible to ignore the use of energy as a weapon in external relations, in particular by promoting EU disunity in this area, the equivocal role it has played in the Iranian issue, and its unwillingness to force China to commit itself to human rights, among others. Europe's voice in relation to Russia must be that of a serious partner which is willing to cooperate, but which is not willing to compromise on core issues of democracy, human rights and security."@en1
