". I am voting firmly in favour of this motion for a resolution on stepping up the European Union’s disaster response capacity. As a member of this Parliament’s Committee on Development, I have had the opportunity to visit some of the world’s poorest and most disaster-prone areas, in some cases struck (as in the case of the tsunami) by catastrophic natural disasters. I should like to take this opportunity to stress the first-rate work of our Development Commissioner, Louis Michel, who has always swiftly and efficiently resolved to show solidarity and offer cooperation when these tragic events have occurred. As the resolution points out, however, the procedures laid down in our legislative framework are still too convoluted: mechanisms need to be streamlined and substantial resources set aside for emergencies which will, unfortunately, continue to occur. Parliament is giving a clear signal in that direction today. Now we have to move from words to deeds."@en1
