"Mr President, ladies and gentlemen, I would like to explain my vote on the European Parliament resolution on stepping up the Union’s disaster response capacity. Certainly the document’s tone of solidarity and mutual help is a step in the right direction. The Barnier report challenges us to take practical steps and in this regard the Commission communication shows the way forward. Indeed we must ensure compatibility and strengthen cross-border cooperation between our countries’ protection forces at different levels. Unfortunately, I was unable to support the resolution because our oral amendment was not adopted. In this amendment we oppose creating legally binding instruments that would affect national legislation, policies and programmes and so affect the element of solidarity. I simply believe that we will achieve better protection against the impact of disasters by supporting the protection forces in our Member States, through coordination and investment in their equipment, not by drawing up new legislation that will do nothing more for the whole process than create more bureaucracy."@en1
