"Mr President, the meeting between the representatives of the European Union and Russia in Siberia ought to be a meeting between friends seeking genuine understanding. If we want to improve our relations, we must treat our partner seriously. I have heard it said in the House that the European Union will want to teach Russia about the rules of democracy. However, there is a democratic deficit in Brussels. I have also heard the results of the Irish referendum called into question in this very Chamber. It has also been said in the House that Members are concerned about the situation in Georgia. Is that not the height of hypocrisy? One day the territorial integrity of Serbia is infringed by recognising Kosovo, and the next the people of Abkhazia are denied the chance of independence and told that a different set of rules applies to their country. Ladies and gentlemen, you must understand that it was Stalin who overcame Abkhazia and integrated it into Georgia. We cannot today become involved in a world we do not understand. I believe that if we are to deal with the Russians, we need to understand not only their history but also their mentality. Clearly, Russia is currently well governed. Life is getting better for the Russian people, and Russia is becoming a democratic country. There is no justification for the didactic tone adopted by Union officials. All that achieves is an irritated sneer in Moscow."@en1
