"Mr President, I am slightly irritated that in the speeches we have heard about the negotiations and the forthcoming discussions, very little has been said about the fact that Europe does not have a united or unanimous position on many issues which will arise in what, to my mind, are important talks with President Medvedev. This applies especially to the whole area of energy policy. In my opinion, it is a serious problem: we talk very frequently about our dependency on oil and gas imports from Russia but we have not devised a common strategy on this issue. Instead, the large Member States, individual Member States, are pursuing their own strategies in this area and no genuinely united European strategy on security of supply has been forged in relation to the agreements with Russia. The same applies to another very sensitive area as well. I welcome the fact that apart from the issue of Georgia, the other conflicts have also been mentioned, so that when we talk about Georgia, we also include Abkhazia and Ossetia. There is another thing which I thought was missing from the Council's and Commission's introductory statements, namely some comments on how we should now be dealing with these frozen conflicts with Russia following the decision on Kosovo. As Parliament, we need more information about this, and as a member of the delegation which recently visited Moscow, I also have a great deal of interest in the fate of non-governmental organisations in Russia, as they are suffering greatly from a dreadful piece of legislation, and I think that you should put this issue on the agenda as well."@en1
