"The outcome of the Irish referendum upset the process of ratification of the Reform Treaty. The referendum also served to emphasise just how much concern we should devote to our great European project to create a Europe characterised by peace and solidarity, whose main preoccupation is the good of its citizens and playing a strong role on the global economic and political stage. We now have proof of the heavy price to be paid if we neglect to engage in dialogue with our societies to explain what integration is all about. The process of ratification should continue, and I am confident that Ireland will make every effort to resolve the situation. I agree with the view expressed by Mr Schulz, the leader of the Socialist Group in the European Parliament, that the way in which the European Commission and the European Council operate is one of the underlying reasons for the current state of affairs. Increasing the competences of the European Parliament as a democratic institution could make a greater contribution to streamlining the Union than major declarations and programmes, as the latter fail to reach the citizens’ hearts and minds."@en1
