"Mr Moraes, first of all I should like to remind you that, based on the current Treaties, the Commission does not have the power to initiate infringement proceedings against a Member State if incorrect implementation of the framework decision is discovered during the monitoring and review procedures. Despite this, I can tell you that I will pay close attention to this implementation of the European Arrest Warrant. The Justice Forum, which we will make a regular event, will be a chance for us to encourage magistrates from all Member States to work together.
