"Due to the Weber report, a balanced report, the Return directive will represent the first legislative initiative in the field of immigration to be successfully adopted by the procedure of co-decision between the European Parliament and the Council. I am glad that both institutions, assisted by the European Commission, undertook and responsibly fulfilled their duties, establishing a reference for the future files.
The return policy should be regarded as an integral and necessary part of a complete and coherent Community policy in the field of migration and asylum. More efficient rules regarding illegal immigration will make possible more liberal rules for legal migration.
I consider that, at present, clear, transparent and equitable rules have been drawn up to ensure an efficient return policy, as a necessary element of correct management of the migration policy, as agreed by the Hague programme."@en1
