"Madam President, ladies and gentlemen, the rapporteur, Mr Weber, wondered why this Parliament did not see some of the positive measures introduced by this proposal for a directive. The rapporteur, however, is talking to us as if this Parliament were faced with the final vote, with the final reading, with the obligation of exercising ultimate responsibility for adopting or rejecting it. That is not the case. We are at first reading. It is therefore hard to understand why, in the face of the proposals for improvements which enjoy a broad consensus in this House, certainly from the right and the left, on further guarantees that may be given on minors, on third countries of transit, and on re-entry bans, we do not seize this opportunity. You tell us that it is because the Council has decided, and the governments have decided. This – as Mr Jonckheer said – is an abnegation of our powers as co-legislator; this means – and I say this with all due respect for the work that has been done over three years of negotiations – that we find ourselves at the point of not exercising our power to improve the directive. The governments of Europe need this Parliament precisely in order to make Europe not a place of fear and more effective instruments to protect against immigration, but a place of integration of immigration."@en1
