Natural disasters cause not only immeasurable suffering and numerous deaths; they also destroy essential permanent infrastructure such as electricity transmission lines, roads and bridges. Besides caring and providing for the injured, it is therefore essential to repair and remedy the damage as swiftly as possible. Given that such damage is often extensive, it was decided in 2002 that in such cases, the EU should provide the victims with financial support.
Of course it is important to ensure that the monies are not used inappropriately, but this should not result in a 12-month delay, on average, in the disbursement of these funds, as noted by the Court of Auditors."@en1
