The high seas fall outwith the responsibility of any nations or fisheries organisations and fishing activities have been largely unregulated. It is appropriate that the EU takes action in this area, given the international nature of the fisheries. This distinguishes the high seas from coastal waters, where the most appropriate control bodies are in the fishing nations themselves, not the EU institutions."@en1
