"Mr President, Europe really does breathe through two lungs. One of these lungs is the Mediterranean dimension we are currently debating. The other is the Eastern dimension, which includes countries sharing some of their borders with Poland. By way of example I could name Ukraine, Belarus and Russia. The Eastern dimension also includes countries in the Caucasus, such as Georgia and Armenia. It is right and proper that today, 13 years after Barcelona, we should be devoting so much time to the vital Mediterranean dimension of our European policy. It should be emphasised, however, that this is only part of a greater whole. The policy on the countries of the Mediterranean Basin is necessary and needs to be renewed, but it is only one element of the European Union's broader foreign policy. Our policy towards future members of the European Union should be a very important part of the latter. To put it plainly, I do not believe that any of the Mediterranean countries we are today discussing will join the Union. Ukraine, Georgia and Armenia are, however, bound to become Members."@en1
