"Mr President, ladies and gentlemen, the use of depleted uranium for bellicose purposes is contrary to international law; there is incontrovertible evidence of its genuine toxicity both to man and the environment. I agree that, as part of European Security Strategy, full consideration must be given to the matter and I am of the view that the ban on these weapons in the Member States of the Union must be total and absolute.
Both questions put forward assessments and raise reasonable joint issues which have been very widely documented; here I shall take the opportunity to note the example of the Italian soldiers posted to the Balkans who are still awaiting fair compensation which, I fear, they will never receive. As it does not appear able to remedy damage caused in the past, the Union should give a decisive, strong signal at least for the future by banning the manufacture, storage and placing on the market of this type of arms within the Member States of the Union."@en1
