"There should be a set of rules governing permanent access by lobbyists to the premises of the European Parliament. We support the current Code of Conduct. We support increased transparency in political decision-making. We voted against the report because it leads to a bureaucracy which counteracts its own objectives. Comprehensive regulation of the contacts of politicians obstructs natural and open contact between citizens and elected representatives. Citizens should be able to contact their representatives without their conversations and opinions being reported openly. It is not possible to provide a detailed account of how opinions and views are formed. The argument and responsibility for decisions must be transparent, not the dialogue between individuals. It is important to safeguard the integrity of individual parliamentarians and individual citizens. The transparency which is proposed in the report risks becoming illusory and misleading. Transparency must be based on politicians taking responsibility for their positions and accounting for their motives. Furthermore, a common register of lobbyists shared by the European Parliament and the Commission would be to give up Parliament’s independence. In summary, political decision-making should be based on the elected representatives having and being presumed to have integrity."@en1
