"I support De Keyser and Salafranca's report as someone who has been on two occasions a Chief Observer on behalf of the European Union; Indonesia 2004, Aceh 2006/7. I believe that the work done by the Union improving the integrity of the electoral process is vital. Our job is generally not to confirm the winners but to reassure those who have lost that they have lost fairly and can be vital in diffusing tension post election. While I agree with the participation of nationals from countries outside the EU like Switzerland, Norway and Canada, we do need to ensure that the majority of those present are EU nationals. On one occasion to my knowledge they were close to forming a majority of the missions observers. It is right and proper as paragraph 38 states that we should give support post election to new Parliaments. I am aware as someone who has behalf on the UNDP on advising the new Indonesian Parliament in 1999 on revisions to their Rules of Procedure, of exactly how useful this can be. I congratulate my two colleagues on their report which I am sure we will revisit in the new legislature after 2009."@en1
