"Madam President, ladies and gentlemen, I am in favour of the Frassoni report concerning the new comitology procedures. The new powers attributed to Parliament in the scrutiny procedure, enabling Members to block the passage of a text approved by the committee if the experts have not complied with their mandate, constitutes a major success for this House and an important step towards improving the balance of power between the European institutions. I agree that it is advisable to heighten the efficiency of the procedure by making committee decisions clearer and more accessible. Similarly, I am in favour of establishing an electronic register making it easier to verify decisions taken through comitology. It is of course essential that the three-month limit envisaged for Parliament’s right of scrutiny should be confined to exceptional cases only, in keeping with the letter of the July 2007 Interinstitutional Agreement: a shorter period should be admissible only where justified on grounds of urgency or efficiency. Some EP committees have already successfully threatened to use the right of veto in order to obtain an immediate response and clarification from the Commission. I therefore believe that this is an instrument which Parliament should increasingly use to exercise political control, too, over technical decisions."@en1
