"Madam President, I voted in favour of Mr Cappato's report because it deals with one of the European Parliament's most important functions, namely to perform an oversight function in respect of the Council's and the Commission's performance on human rights policy. This strengthens the European Union's role as the guardian of human rights worldwide. As part of this process, it is essential, for example, for the Subcommittee on Human Rights to undertake a systematic evaluation of the relevant instruments, and for Parliament to be involved in the European Union's human rights dialogues. Nonetheless, any policy pursued in this area will simply be window-dressing unless it takes, as its starting point, the basic premise that these fundamental rights are indivisible. That is the only way to ensure that credibility wins out over double standards."@en1
