"Mr President, the report we are examining today is the European Parliament’s most important expression of policy on human rights throughout the world. The challenges are great; the European Parliament can and must act as the guarantor of democracy and human dignity. It is important that the EU should present a firm and united position on these issues. This is the only way it can help to strengthen and improve the effectiveness of common action. We should not have double standards depending on the interests at stake. We must include among the principal aims of our policy the abolition of the death penalty and torture, and the protection of children caught up in armed conflicts. Protection of human rights must permeate all relations and agreements with third countries. No deviation from this or expediency should be tolerated. Human rights must be our guiding light in every policy choice we make. Let me end by thanking the rapporteur for his excellent and detailed report."@en1
