"Madam President, I wish to stress that the reform of the WTO has to be embedded into a reshaping of the whole institutional set-up which deals with the governance of global challenges. Just look at the effects of global warming and the financial crisis of huge economic imbalances. Open trade has to be fair. In addition it has to be linked with policies that help poor countries to develop, through agriculture in particular. The formidable rises in food prices are going to fuel protectionism and restrictions unless we focus on developing food production throughout the world. The rises in the prices of basic commodities has compounded a very complicated general state of affairs. Food will increasingly be seen as a national security problem both in wealthy and poor countries. Therefore the reform of the CAP, the EU development aid policy and the energy policies have to be examined by considering the dramatic changes in the international context."@en1
