"The Council has been closely following the civil rights situation in Chad, especially since the Chadian authorities declared a state of emergency. As we know, the state of emergency was revoked on 16 March. The Council called on President Déby to respect fundamental rights and freedoms, exercise restraint and release the detainees immediately. At the moment only one person is still missing. An agreement with nearly all political opposition parties was reached on 13 August last year. The Council is still appealing for the signatories to the political agreement to continue with the implementation of that agreement regardless of the interruption which occurred due to violent clashes with rebel groups. Continued implementation of the agreement also applies to the provisions for the promotion of democratic freedom and free speech. The Council is joining international efforts in promoting this process and especially in gaining the trust of the political opposition parties and civil society. Pressure from the European Union has led to the formation of a Commission of Inquiry, in which the European Union and the International Francophone Organisation are cooperating in the role of international observers. One of the tasks of this commission is to research human rights violations during the fighting and to establish the circumstances under which some opposition leaders disappeared. The commission should complete its work within three months."@en1
