"Mrs Harkin asked about the points raised by the Slovenian Presidency. It is a matter of the technical work that is needed to prepare for the entry into force of the Lisbon Treaty, work which should be done in advance if we want to enforce the Treaty to the full extent. This work started in January, in accordance with the mandate which the European Council bestowed on the Slovenian Presidency in December last year.
I must stress that these activities are of a purely preliminary nature. They are preliminary because, as we know, the Treaty will come into force only after it has been ratified by all 27 Member States. Nevertheless, the Council regularly gives reports on this preliminary preparatory work, or technical work, to the Office of the President of the European Parliament, especially when they concern issues that involve the European Parliament."@en1
