"Mr President, the signing of an agreement with the USA and a single country over the Visa Waver Program (VWP) will prove to be fraught with danger. It will allow the US to access the EU’s databases containing travellers’ personal details, taxation data and even criminal records. Member States ought to be particularly careful here, because matters of Community jurisdiction are affected, such as the Schengen Treaty and the Common European Visa Policy. This is why I totally oppose the Czech Republic’s initiative to sign a bilateral Memorandum of Understanding (MoU) with the US. Other countries have followed the example of the Czech Republic: Memoranda of Understanding (MoUs) have already been signed by Estonia, Latvia, Hungary, Slovakia and Malta. I find the explanations and statements of the Commissioner unsatisfactory: he failed to answer what would happen if there are points conflicting with European positions in the agreements the above countries have already signed. My country, Greece, is one of the EU’s 15 original members. Although it is nonetheless lumbered with the visa procedure, it did not follow suit. For if we really believe, Commissioner, that in the EU each Member State can do what it believes serves its interests, there is no union."@en1
