"Mr President, I am one of those who was present at the start of the Galileo project, and so I am perhaps rather better placed to gauge the extent of the delay. I believe that this project has two inherent defects. Firstly, it is the first major Community project of industrial interventionism. It has not been easy to persuade people that the EU could own a satellite navigation system, and it therefore took a long time to obtain a political consensus. Secondly, the business plan could not be how it was imagined initially, simply because GPS, our major competitor, is free and is fully financed by the US government. We needed to overcome these two initial problems and take stock of the situation, spurred on by the Slovenian presidency and by Mr Barrot, before establishing a remarkable consensus between the three institutions. This tripartite dialogue has brought us to a point where we now have a document and a text. Tomorrow will see the launch of Galileo, before the second satellite is launched on Saturday from Baikonur."@en1
