"The word ‘transparency’ is bandied about a great deal and many demands are placed on (some) Member States in this area at budgetary and economic policy level. Nevertheless, the Council, the EU’s supranational decision-making body made up of representatives of the various Member State governments – which will see its powers increased if the ‘Lisbon’ Treaty is adopted – would appear to be immune from such ‘demands’ as it has not submitted its annual activity report. ‘Do what I say, not what I do’... This could be the Council’s working motto for the 2006 discharge process. Although the European Parliament report voted on today does not take a tougher, critical line on the Council’s stance, it does at least call for this decision to be reconsidered, as well as for more information, namely regarding the amounts used under the Common Foreign and Security Policy (CFSP). It calls for an indication of the exact nature of expenses, item by item, and an ex-post assessment of European Security and Defence Policy ‘missions’ and of the actions of EU Special Representatives – clarification, to our mind, of the amounts used in the EU’s interference and militarisation policy."@en1
