"Mr President, although I hope that Croatia will conclude its negotiations with the European Union as soon as possible, earlier today I withheld my support for Mr Swoboda’s report for one particular reason: the amendment, which was endorsed with a majority vote, in my opinion poses a serious concern, because it represents a precedent regarding the European Parliament's decisions, since it speculates about the dates when the negotiations will be concluded. Specifically, the rapporteur, Mr Swoboda, proposed that the word ‘could’ be replaced with ‘should in any case’
which means that he proposes that, in any event, regardless of any benchmarks, the negotiations between Croatia and the European Union ought to be concluded in the year 2009.
I believe that the European Union has always insisted that the benchmarks ought to be respected, and that this is then a proviso for any negotiations to be concluded. However, in his report today, Hannes Swoboda and the European Parliament have declared that irrespective of everything, in any event, the Commission must conclude the negotiations with Croatia by the end of 2009.
