"Mr President, 2009 will bring many changes and challenges for the European Parliament. Not only will elections be held and a new parliamentary term begin, but also, most importantly, the challenges relating to the entry into force of the Lisbon Treaty will have to be dealt with. Life does not stand still, and I am not referring exclusively to political life. There comes a time when changes are needed, along with new plans and approaches to action. Generally speaking, greater financial input is required for changes to be effective. Nonetheless, the budgetary resources should be administered more efficiently and any unnecessary bureaucracy eliminated."@en1
