The mere fact that we are discussing the role of the new Member States in European Union cooperation and development policies, particularly with the African, Caribbean and Pacific countries, is clear evidence of the success of the process of enlargement and of the integration of the countries that have joined in recent years. The ‘former Eastern European countries’ certainly had a long tradition of ‘cooperation’ with Africa, and it may be that the links remain, though in completely different terms. The most relevant issue, however, is that these countries, which are still struggling valiantly with the costs of their reforms, are now capable of contributing to cooperation and development with the active consent of their populations. This exemplary way forward could and we hope will be followed by other countries in largely the same circumstances in other parts of the world."@en1
