"The CAP ‘Health Check’ established by the Commission is not a health check at all: it is an unconfessed new reform. It is also another step towards the economic reorganisation of the world on which Brussels’s Europe has been working for years in Washington’s footsteps: in southern countries and the United States, agriculture; in the north, services and industry, amid fierce competition from emerging nations. European agriculture is simply sacrificed, and will soon be handed over to market forces alone; a rigged market, too, for it has been left defenceless against imports and denied access to export markets. Agriculture is not a sector like any other. Since it feeds human beings, it is a matter of national independence and sovereignty. The quality of foodstuffs affects public health. Working the land affects land-use planning, protection of the environment, biodiversity, management of water resources, organisation and population of rural areas… but it is still a productive activity. Dispensing with all proactive agricultural policies is worse than a crime: it is a huge mistake. It is a great pity that, apart from a few positive elements, the rapporteur did not question this logic."@en1
