"Mr President, Commissioner, as you know, next year will be the European Year of Creativity and Innovation. This is even greater evidence that the EU is very much hoping to strengthen its competitiveness and meet the challenges of globalisation. It has recourse to the ‘knowledge triangle’: innovation, the promotion of research, and education. Community and national policies on employment and support for young people chiefly in the education sector ought to adhere to these ambitious targets. They should make systematic and coordinated efforts at regional, national and Community level in order to release the EU’s significant stores of knowledge and research potential. Within this framework, however, I should also like to stress that the recognition of the free movement of knowledge - the ‘fifth freedom’ - is essential; this too should be emphasised at the European Council. We also ought to recognise this significant initiative within this framework at Community level. The Erasmus and Comenius programmes are at the heart of the initiatives. Let us stress that the new programme, mainly the Erasmus Mundus, which allows both mobility outside the borders of the EU as well as mobility for doctoral students, is an initiative that will have Parliament’s full support. It is up to the Member States to step up coordination on the basis of the Bologna Process and make this mobility possible in practice."@en1
