I am pleased about the adoption at second reading and on the basis of the report by my Finnish fellow Member Mr Paasilinna on the Council common position for adopting a regulation of the European Parliament and of the Council establishing the European Institute of Innovation and Technology, the idea for which was launched by the President of the European Commission, José-Manuel Barroso, in February 2005, and which has aroused a certain amount of scepticism as regards the added value such a facility can provide. As much as I share the points of view and concerns over financing a project of this kind, I do consider it essential to develop a facility like this to put knowledge at the heart of the European ideal, because it is through the development of knowledge and not the culture of ignorance that our humanistic European civilisation will progress. I should mention, in passing, the increasing inappropriateness of our budgetary structure within the European Union, particularly for financing large projects such as this (or Galileo, for example). Finally, I cannot understand why the Group of the Greens/European Free Alliance tabled an amendment, which my political group and I voted against, to reject and therefore delay the implementation of the common position."@en1
