According to the Copenhagen criteria, these two documents are the criteria for membership of the European Union for the new Member States. I would urge the countries concerned that have not yet signed or ratified those two legally important documents to do so. According to the Copenhagen criteria, France, Belgium, Greece and Luxembourg cannot be members of the European Union.
