"Mr President, I have a foster nephew from Belarus, now an adult and considered a wonderful addition to our extended family. But I remember his condition the summer he first came to stay with my sister, and it is this experience that allows me, personally, to understand the difficulties, especially of someone disabled, raised in an institution in such an unstable environment. Belarus needs relief – relief not only from economic and political instability but relief for the people. The people of Belarus are particularly isolated, controlled under a regime that continues to threaten the democratic values and freedoms to which people are entitled. Before Christmas, I met two representatives from Belarus. They informed me of the ongoing problem of defending religious freedom. Religious activity is forbidden without registration with the Government, and a person can be charged a fine or face imprisonment for unregistered religious activity, though government registration is made extremely difficult to get."@en1
