"Mr President, in recognising Kosovo’s independence, we have taken a huge responsibility upon ourselves; a responsibility for maintaining peace and for the construction of sound state institutions in Kosovo. There is no scenario that would enable international forces to be promptly withdrawn. Any solution, either leaving Kosovo in Serbia or showing support for its independence, brings with it a risk of conflict and ethnic tensions.
The Serbs must realise, however, that there is no way back to the situation as it stood prior to 1999. Destabilisation attempts are merely bringing them losses. There is only one way for Serbia to gain support for its claims in the sphere of cultural and social rights, and that is through constructive cooperation in the region. The failure of Kosovan independence will mean a return to the idea of a Greater Albania and inevitable war. Such a war will bring political losses that will primarily affect Serbia. This is why that state is responsible for avoiding this scenario and for stabilisation in the region."@en1
