"Mr President, Prime Minister, clearly we are engaged in European construction not for the sake of European technocrats in Brussels but for the citizens of the European Union, so that they may live better and in greater security. Only by listening to them can we succeed in our task.
Politicians have different expectations: some want more Europe, some less. But the fact is that the Prime Ministers of the 27 Member States have signed the Treaty of Lisbon. The treaty is a signpost to a more transparent, more democratic Europe, and it should therefore be ratified this year. Let me say this to Members who are now calling for ratification referendums, although they themselves were opposed to the European Constitution: don’t play around with the institution of the referendum, don’t dress up as defenders of democracy, because the citizens of the Union will not believe you anyway. They know it is the Lisbon Treaty that will defend democracy in Europe."@en1
