"Mr President, ladies and gentlemen, I should like to support the Dunn report. The purpose of the proposal is to bring the current Regulation (EC) No 515/97 into line with the new powers of the Community in the field of customs cooperation, stepping up cooperation and exchanges of data between the Member States and between the latter and the Commission. That regulation provides the legal basis for requests for assistance exchanged by the competent authorities in order to combat irregularities and fraud.
Despite the good results which have been obtained up to now, there are various reasons for amending the text, linked in particular to changes in the institutional context and balance. The aim is therefore to deepen coordination at Community level, in the light of the new instruments provided by European law, bearing in mind that at the time at which Regulation (EC) No 515/97 was adopted, the Treaty did not yet contain an article on customs cooperation (Articles 135 and 280)."@en1
