"Mr President, Commissioner Mandelson, thank you for your candid explanation of why you have not been successful in this. When I listen to some of my fellow Members, I hear that they are pleased that you have not succeeded in reforming the trade defence instruments, and I think that is because they are afraid that you will abolish them. That is not what I have heard you say, but would it not be much fairer to say that you have perhaps been
ambitious, that you wanted to go too far with the reforms? I am referring, in particular, to the reform of the balance between the industrial countries and trade interests.
Because this has been unsuccessful, we will not now manage to implement a number of necessary changes in the field of access for small and medium-sized businesses that enjoy widespread support. Moreover, the necessary changes in connection with transparency, speed, accessibility of documents, which are broadly supported, will not now come in the next two years unfortunately. Can we find a way to make sure that these changes do come in and that we debate the more far-reaching proposals properly some time?"@en1
