"Mr President, I want to make two points. First of all, if we want to follow the Lisbon Strategy we have to know who in the field of science gets the money and what for. Is it really the best, or are there some divisions between the more privileged Western countries and the other, new ones? I, as an academic, would claim that there has to be more justice and evenness.
My second point is that, when we give money – with a pretty generous heart – to third countries, to those that are underdeveloped and less privileged, I would like to get some feedback on how that money is used, in particular under those soft programmes like democratisation or similar, which do not produce tangible things but change minds, or entrepreneurship. We know little of how that money is used in Africa, and in all ACP countries. I would really claim that we have to have some more knowledge about it."@en1
