"Mr Chairman, today, after many years, our discussions have come to an end and we have agreed to provide all citizens of the European Union with a fully open market in postal services. This is an important milestone on the road towards a single postal services market and does not threaten public services. I am glad that we have reached a sensible compromise, for example postal deliveries to remote areas are preserved. Furthermore, the Directive does not prevent the Member States from maintaining a number of exceptional measures, for example free postal services for partially sighted persons, although today Parliament rejected a specific article in this regard. The advent of new electronic means of communications is having a fundamental influence on changes to the structure of the demand for postal services; liberalisation will thus lead to a better, and in particular more flexible, response to a wider range of services for postal items. I believe that this will also result in lower prices in return for more efficient services and I congratulate us on this compromise."@en1
