If the EU is to remain in the vanguard of this struggle, however, it is not enough simply to create legislative initiatives or draw up binding targets. The EU must also play a leading part in the implementation of the binding targets that it has set, with as united a front as possible. We can see that there are many serious divergences amongst the EU Member States in the implementation of targets for combating climate change.
