"Madam President, allowing private operators to provide postal services is a controversial decision. Time will tell whether it is beneficial for consumers. We must remember that in some of the new Member States with a lower level of development, institutions defending the interests of competition and consumers are weakly anchored in the public conscience. There is a danger of disrupting the balance between the interests of capital and those of the consumer. Setting the date at 2012 is therefore to be welcomed. At the same time, I would suggest that before 2012 an analysis be made of the operation of the postal services market in those countries that have already adopted the new rules, with a view to identifying and preventing any irregularities in the remaining countries. I also consider that an operator providing public services should be rewarded by the authorities and not as – the authors of the report suggest – merely compensated. Years of work on this legislation have turned Mr Ferber’s hair grey. I trust the introduction of the new regulations will not cause him further distress and result in actual hair loss."@en1
