"Mr President, for the second time I rise to declare my vote opposing this motion. In Britain, there is a simple philosophy: no man is above the law; not even the Queen, the monarch of England, is above the law. It will take due process. We have in this legislation created a situation where there are people outside the law, incapable of being pursued legitimately. I have said in this House before: if the European Union is the answer, it must have been a bloody stupid question, and never was this so true as now. I give you Kennedy’s comments: ‘Those who make peaceful protest impossible, make violent protest inevitable’."@en1
